You cited the writings of Professor George Santayana, an accused philosophy atheist that was educated within a Christian religious environment ( i.e. Catholic )so I am thinking that you are referring to Christianity when discussing neutrality,moral courage,tragedy,and injustice.The King James Version of the Holy Bible is replete with such examples that may be categorized as prophecies,the acts of prophets, and the life of Jesus Christ all emanating from perceptions of injustices done by powerful autocrats, and dictators.Jesus was said to be the savior of the world and yet had to flee the punishments of other political and religious figures to fulfill the prophesies which included his own mortal crucifixion.The moral courage that you are calling for is an extraordinary courage that sometimes requires the forfeiting of one’s mortal life.It is little wonder why some citizens cower in their homes when the threats of powerful political and religious figures endangers them.To acknowledge the existence of injustices is one thing, but to act upon these injustices is yet another.All of these acts by varying actors, pro or contra justice or injustice are leading to the fulfillment of Christian prophecies.
