“Here are some interesting facts about Hoover, Alabama, where Mr. Branford was killed. The population is approximately 84,000 people where African Americans make-up 17% of the population ( approximately 14,000 people). Whites are approximately 70% of the population. They have seven city council seats and a strong mayor type government (not like Sanford, with a city manager form of government). Hoover is not divided into geographic districts, so all seven of Hoover’s council seats are elected at large, with every resident voting for all seven council seats, if they are all contested. Thus, blacks in this city, are completely locked out of the political process. In other words, if candidates ran from individual districts, where voters in each district elected their city council person – possibly, you could have an official political voice speaking on behalf of the African American community. This kind of political set-up, in Hoover is called “Jim Crow.” Mr. Branford chances of getting justice were nil to none, under such a political system. Lady Justice’s blindfold, which is suppose to be an indication of impartiality, was crooked at best.”
