Ultimately, the blame lies with the adult segment of the population. We can blame hip hop culture, but that is a cop out. These dudes are just a product of lack of hands on adult training, period.

Parents, Adults should not abdicate their responsibility to rear their children and shape their communities.

While we can rightly say the culture of youth is destructive in some ways, we can also say the culture among adults is neglectful, irresponsible, and wholly responsible.
