A law is originated in the House, ratified by the Senate and then signed by the President. The Right Wing is in the majority in the House of Representatives and has stalled everything the president has proposed, he can not even get his appointments to key positions without facing illogical opposition from the House. You can thank all who stayed at home in the 2010 congressional elections, which gave the Right Wing that majority. The president is not The King, he is the president.
