Decadent White Cops in Black Neighborhoods: Accidents About to Happen.

Former New York mayor Rudy Giuliani (R) is a confused man that is also chauvinistic on the first order. http://www.nyc.gov/html/records/rwg/html/bio.html   Giuliani made an extremely controversial comment in his November 23rd appearance on Meet The Press. He stated that “white cops would not be needed in black neighborhoods if blacks were not killing each other”. This comment was made in regards to the decision exonerating Darren Wilson, the white officer who shot Michael Brown (a black teenager in Ferguson Mo.), resulting in Brown’s death. Giuliani is an arch defender of police indiscretion which endears him to the conservative right. He suffered “foot in mouth disease” this past week when coming to the defense of 2 patrolman killed in the line of duty in New York; by a distressed young Black man; possibly in retaliation for the recent deaths of Eric Garner and Mike Brown at the hands of police..

Before we dissect Giuliani’s Meet The Press comments, we will bring to light a key point. Let’s look at the basic job description of a Police Officer in order to brainstorm the idea of what should be versus what is not.

Police

In most job descriptions for police in the United States, their basic duty is to provide public safety by maintaining order through enforcing laws. In short, a cop’s main job is to keep the peace.

Nobody should be afraid when they see a police officer. They should feel comforted by seeing cops as paid personnel in uniform whose duty is to protect and serve the neighborhood. However, one must ask: Is this the feeling black people get when they see white police officers in their Urban American neighborhoods? The racial disparity between police forces and communities at large remains significant. According to The New York Times, “[i]n hundreds of police departments across the country, the percentage of whites on the force is more than 30 percent higher than in the communities they serve, according to an analysis of a government survey of police departments.”

When the White Cop Arrives In the Black Neighborhood

When a white cop shows up in a black neighborhood, (hypothetically) does (s)he

1. Stop and ask citizens how things are going?
2. Inquire of the kids what they want to be when they grow up?
3. Ask residents if they have specific concerns about issues affecting the general public? 

Or, does (s)he: 

1. Stop citizens minding their own business and ask them if they know about a possible crime?
2. Tell the teenagers to stop hanging on the corner and go somewhere else?
3. Post up somewhere in hopes of catching a live drug deal, prostitution, car theft or more? 

The majority of black neighborhood populace would agree with the second set of actions.

When looking at the latter set of acts, white police officers do not seem to be peacekeepers. Instead, they show up when something is wrong or to find something unlawful taking place. They are more reactive as opposed to being proactive. Altogether, they are not doing anybody a favor. Most decadent cops and their supporters (as is the case with Giuliani), believe the problem of poor policing in urban areas would not be a quandary if the Black males would simply “submit” to a policeman’s authority.NYPD Generic Image ProPublica recently found that “young black men are http://www.propublica.org/article/deadly-force-in-black-and-white 21 times more likely as their white peers to be killed by police,” according to data collected between 2010 and 2012.

Cops: Reality Television Show

The same can be seen on the hit television show C.O.P.S., when a white person is pulled over by a white cop, they ask them questions continually before finally deciding to search them.

When a black person is pulled over, the white cop usually asks them two questions. Those questions are typically, “What are you doing?” and, “Do you have anything I need to know about?” Next, the cop will let them know that they are going to search them, the vehicle, or both. While white suspects are allowed to standby or sit down uncuffed, blacks are handcuffed and placed up against the car or told to sit down.

Of course this is not the case in all white police patrols concerning black people. However, it is what America sees on television and it paints a picture of black people requiring a more stern form of management by law enforcement.

Avoiding the Point

Giuliani made the comment of white cops’ presence in black neighborhoods in an effort to steer the conversation away from the Darren Wilson verdict. When he did that, he took an additional shot at the black community in general.

Giuliani said to Michael Eric Dyson, that blacks should focus on the fact that 93% of blacks are killed by blacks. In other words, he was saying that the murder of Michael Brown was not as big of a deal all things considered.

As a former mayor, especially in New York, Giuliani should understand that most crimes against black as well as white people are done by someone they know (of the same ethnicity); consequently, Michael Brown was killed by somebody:

1. he did not know,
2. whose job was to uphold the peace, utilizing discretion while being of sound mind. 

A Better Approach 

When decadent white cops show up in black neighborhoods, many would agree that they are looking for trouble. Rather than surrender to the process of trouble seeker; here are some things white cops can do in black communities to better the neighborhoods and their perception of white police officers on a mission.

1. Introduce themselves. Rather than asking, “You boys staying out of trouble?” try saying, “My name is Officer….” Genuine introductions make way for healthy relationships.

2. Acknowledge positive realities. Before starting the conversation off with, “Do you know so and so?” try saying, this neighborhood has really improved over the past month (if that is the case).

3. Get to know the people. Rather than just sitting in a car and looking for trouble, drive around and speak to people. They can wave and smile when passing by neighborhood residents. They can even ask residents their names and consequently, feel free to tell them about themselves.

When white cops begin to present themselves as affable during peaceful encounters; in urban neighborhoods, it will reap benefits in trouble times, consequently, the crime rates will drop. Criminals will be afraid to act when they believe that the community has a stronger respect and appreciation for the men and women in uniform.

Two Questions for Giuliani

If white cops are being sent to black neighborhoods because blacks have been killing each other, what are they doing to stop the death toll? Or, how can you justify Darren Wilson killing of Michael Brown? I mean, he was not out to arrest Michael Brown or to keep him from killing somebody.

The point here, Mr. Giuliani, is that you should watch what you say. Do not run from issues you are afraid to address by trying to shine light on others tribulations. If you believe you know why white cops are being sent to black neighborhoods, speak about what they should do to better those urban black neighborhoods?

In Closing                                                           

As stated earlier, when white cops better their approach to policing of urban black neighborhoods, things will get better for black residents and themselves. In response to Giuliani’s comment; altogether, when white cops do a better job keeping watch over urban black neighborhoods, they will be less reviled and more appreciated as the case should be.
